陈刚,付江月,何美玲[1](2019)在《考虑居民选择行为的应急避难场所选址问题研究》一文中研究指出突发事件发生后,应急管理部门将面临选择启用哪些应急避难场所供居民避难的决策。与其它设施选址不同,处于有限理性状态下的居民可选择是否去避难以及去哪个避难所避难。为使未被服务的居民数量最小化,考虑居民的有限理性选择行为至关重要。为此,考虑居民避难距离及避难所吸引力等因素,基于竞争选址理论构建避难所对居民的效用函数。在此基础上,运用多项logit模型刻画居民的有限理性选择行为,建立基于有限理性选择行为的选址模型,并与基于效用最优选择行为和基于系统最优原则的选址模型进行对比以验证模型的合理性。为了高效地求解模型,设计了模拟退火算法和遗传算法两种启发式算法。算例分析结果验证了模型和算法的可行性和有效性,并揭示了居民理性程度、选址个数及财政预算均对选址结果有重要影响。(本文来源于《运筹与管理》期刊2019年09期)

as inadequate.The existing occupational health system is not enough adequate facilities for health well-being management from the very beginning.The occupational health infrastructure identified as fundamental problems needs for the improving profession health well-being management system.The fundamental barrier is lack of knowledge observations and the creations of new ideally approach at the individual levels either these are governmental sector,the non-governmental sector of the corporation,and regulations and academic scholars.This unique study applied new factors with unique dimension.The study claims that the occupational health management practice can be normalized the diseases prevention-control,health well-being management,such as healthy workplace management,health care and awareness perception management,and healthy working environment and employee's productivity and to prevented work-related health hazards.The culmination like professional health problems,occupational safety-security regulation crisis,professional physical health problem,mental health problem,professional labors rights crisis,functional lack of regulations instruments crisis,industrial infectious diseases injures-deaths problems,work-related absenteeism-related diseases cost problems,workplace health management instrument crisis,work-related poor health care perception,poor health checkup system,have taken the consideration of policymakers and scholars of professional health management studies.With this development and challenging,innovative terms alike occupational health management practice(OHMP)objections came into being.The professional lack of health well-being management is acknowledged as a part of war damage health-wealth in-state equivalents progressing professional diseases various(i.e.,skin,blood,waterborne,communication disease,pulmonary diseases,infection,injuries,deaths,and physical psychological health problems issues,increasing absenteeism level,increasing medical cost,extending hypertension,unhealthy workforce,unhealthy working environment,physical-psychological problem,employee poor performance problem,progressing employees-organization poor productivity problem,developing poor earning system-poor taxes system,affecting carrier long-term and short-term disability and mortality.While the professional health management practice converges the labors health-well-being,social well-being,human's rights well-being,business management well-being and for the globally various occupational-health-wealth well-being.Worldwide,the deficiency of research in the specialty of occupational management has determined the technical perspective for understanding and advancing to counter in management criteria and determinants are operating to learn and clarify the management,law,and regulation for practicing new tools for the creating barrier in these above dilemmas with health well-being command.Seeing over these above problems,variation views professional health management practices in health well-being management for the corporate sector,labor well-being,social-cultural life's well-being,health-wealth prosperity has become an important element worldwide.With these new characteristics,OHMP practices and exercises are grown behind already analyzes frame.Henceforward,notions are opened in this study as workplace health improvement management,designing healthy workforce management,building healthy work-related environment management,producing healthy interpersonal communicant management,imagining high percentage of attendance command,building highly dynamic drive employees management,designing high performance,high jobs safety-security-healthy working environmental management to control and prevent work-related diseases,injuries,deaths,physical-psychological,absentees,and medical cost management,and work-related health hazard problems.Consequently,this becomes the much essential practicing better-acknowledged health management which has not yet been accurately appropriated.This study practiced dijfferent conceptual models,circumstances,and theory planed supplementary substantial conceptual ideas to maintain and perfect profession,absolutely these concepts has been ratified in professional management,policy and in the academic studies.The study results shows workplace employee's physical checkup,training development,and works physical environment developed secure work environment,healthy workforce and healthy interpersonal relationship,and prevented risk of the work-related hazard.The one hour lunch break time manage the positive impact on the labor's physically and psychologically health,performance and decrease employees physical-psychological health problem,performance,and stress problem.And the annual health checkup's checking maintaining health care-awareness perception of state,organization,employees and family's,and prevents on the unhealthy acts,and maintains annual health record of employees,the organization's including
